FODCAP’S THEORY OF CHANGE 2026-2030

The Forest of Dean Climate Action Partnership (FODCAP) brings together people, businesses and groups to take action on climate and nature.

Shaped with partners across the Forest of Dean, our Theory of Change sets out how we do this—building on what we’ve learned and what matters locally.

We are proud and excited to share the results of our important work here in the Forest of Dean.

1. THE CHALLENGE WE FACE

From ancient forests and winding rivers to post industrial towns, villages, and farmland, the Forest of Dean is a unique place with a strong independent spirit. But the climate and nature crisis is growing, and local action is not yet strong or coordinated enough to respond:

  • Emissions are not falling fast enough, and nature is under pressure

  • Communities are not prepared for change

  • People feel they have little influence over decisions

Without joined-up action to reduce our impact, prepare for change, and involve people in decisions, these challenges will continue to grow.

2. HOW WE HELP

We act as a hub, bringing people together to:

CONNECT by building relationships and local networks

COMMUNICATE by sharing information and amplifying action

CATALYSE by initiating action and finding funding

LISTEN & LEARN by gathering insights and sharing knowledge

3. who we work with

People, businesses, and organisations in the Forest of Dean and beyond, especially those who can reduce the most emissions, are most vulnerable to change, or are often unheard.

4. the way we work

INCLUSIVE: welcoming difference and joint exploration

LOCAL: focusing on what matters to people locally

STRATEGIC: keen to learn, build relationships and make strategic decisions

IMPARTIAL: independent and non-party political

5. THE DIFFERENCE WE MAKE

Stronger connections and coordination among partners

More people involved and inspired, including underrepresented voices

Greater participation in decisions, both within and beyond the Forest of Dean

Improved knowledge, learning, and resources to support action

6. our long term impact

Enabling people, businesses and organisations in the Forest of Dean:

  • To take effective action on climate and nature

  • Are resilient and prepared for climate and nature changes

  • To have a real say in decisions that affect them
